A need to leave Clover Bottom

The rest have moved on to assisted home care and smaller modern facilities. Clover Bottom residents, all with intellectual disabilities that prevent them from being able to care for themselves or who need around-the-clock care, are casualties of Tennessee's safety net -- which far too often more closely resembles a spider's web.
